For the purpose of constructing the science and technology innovation center with global influence, promoting the international cooperation and communication, and attracting more outstanding prospective international students to study in Shanghai, Shanghai Municipal People’s Government has set up “Shanghai Government Scholarship for International Students” (hereinafter referred to SGS) since 2006. It is established to fund distinctive prospective international students to study in higher educational institutions in Shanghai.

Almost all academic fields and majors are available under SGS Scholarship. The Scholarship will cover all the expenses including Tuition Fee, Accommodation, Health Insurance and other things.

Document Required for the Shanghai Government Scholarship 2026-27:

  • Photocopy of Passport.
  • Attested copies of all the degrees by SGS.
  • Attested copies of all the transcripts.
  • Certificate of physical exam/medical exam.
  • Photocopy of blood report.
  • Acceptance letter by the university (this one is optional)
  • Language proficiency Certificate (Chinese or English)
  • One of the following documents:
    • Study plan/proposal
    • Research plan
    • Letter of intent/Statement of purpose
    • Motivation letter
  • Abstract for PhD thesis.

Eligibility Criteria for the Shanghai Government Scholarship 2026-27:

  • The applicant must be a non-Chinese citizen in good health.
  • Age and education background:
    • Applicants applying for undergraduate programmes should obtain a high school degree or above and be no more than 25 years old; for master’s programmes, applicants should have a bachelor’s degree or above and be no more than 35 years old; for PhD programmes, applicants should have a master’s degree or above with academic research ability and be no more than 40 years old.
    • Applicants applying for the pre-college programme should obtain a high school degree under the age of 23 years old, with a letter of pre-admission of undergraduate program from a Shanghai university.
    • Generally, applicant should achieve Chinese level of HSK4 and meet the language requirements of the applied university and program.
  • Language proficiency:
    • Generally, applicant should achieve Chinese level of HSK4 and meet the language requirements of the applied university and program.
  • Meeting entry requirements of the applied university and program.
  • Applicant that has received any other scholarships offered by Chinese government or organizations is not entitled to apply SGS.

  2. Then apply at University’s portal that you selected in 1st Step.
  3. After that send 2 Copies of Document (1 Original and 1 Photocopy) in hard form to University.
