  • Guidelines for applying to MS and PhD Malaysia International Scholarship (MIS) 2025 (Fully Funded)

    The Malaysia International Scholarship (MIS) 2025 is a Malaysian government initiative that encourages bright individuals from all over the world to pursue postgraduate courses in Malaysia. This scholarship supports Malaysia’s vision of becoming a global academic excellence hub by attracting, inspiring, and retaining exceptional human capital from all over the world.

    Interested international graduates with outstanding academic and co-curricular backgrounds are encouraged to apply for this scholarship, which will enable them to continue their studies at top Malaysian universities and higher education institutions while also enjoying Malaysian hospitality and an excellent higher education experience.

    Who can apply for MIS 2025?

    MIS 2025 graduates, who

    1. Are citizens of the recipient countries*
    2. Want to pursue full-time postgraduate study (Master’s or PhD) in Malaysia
    3. Are currently enrolled in full-time postgraduate studies at Malaysian public universities and selected private higher education institutions**, with at least two semesters remaining until the end of the study year.

    How do I apply for MIS 2025?

    1. You can apply for MIS via our online application system at https://biasiswa.mohe.gov.my/INTER/index.php.
    2. Applicants must complete and provide all of the necessary information on the Application Form, as well as scan and save the following documents in PDF format and send them to the online application system:

    Please provide a certified copy of your passport (valid for at least 6 months) and academic transcripts.

    1. Undergraduate transcripts (as well as a master’s degree transcript for PhD applicants);
    2. A record of all courses taken during the previous study program(s);
    3. If the applicant’s transcript does not include information on CGPA, marks, or score percentile, it must be accompanied by a certified official document issued by the applicant’s alma mater describing the institution’s grade system.
    4. A certified copy of the English Proficiency test result (IELTS/TOEFL) or an official letter from the previous institution declaring English as the medium of instruction for the obtained degree(s);
    5. A letter of recommendation from two (2) referees
    6. Admission letter to a Malaysian university (if applicants are currently pursuing postgraduate studies or have secured admission to the university);
    7. Curriculum Vitae; and vii. A research proposal.

    Eligibility criteria for MIS 2025:

    Applicants must meet the following standards to have their applications considered further:
    1. Is under 40 or 45 years old when applying for a master’s or PhD degree.
    2. Academic Qualifications: i. Master’s applicants: a CGPA of 3.00 / 2nd Class Upper (Honors) or higher at the bachelor’s degree level; ii. PhD applicants: a CGPA of 3.00 / outstanding performance at the Master’s level in courses relevant to the study program.
    3. Showing good English skills: i. obtaining an IELTS band of 6.0 or above; ii. obtaining a total score of 550 or higher on the TOEFL paper-based test (PBT); or iii. Having previously obtained a degree(s) in which English was the medium of instruction.
    4. Submitting a written research proposal* of at least 1,000 words related to the intended topic of study. *Masters by Research and PhD applicants only.

    Level of Study for MIS 2025:

    1. Master’s Degree. 2. Doctor of Philosophy (PhD) degree: *Requires full-time study.

    Benefits of MIS 2025:

    1. Tuition costs for the sponsorship period will be paid directly to the university when an invoice is given to MOHE.
    2. Scholars would get a monthly living stipend of RM 1,500.00 every semester after submitting achievement reports to MOHE.

    Areas of Study:

    Applicants are invited to apply for any allowed courses, with priority given to courses in the following areas of study:

    1. Education.
    2. Arts and Humanities.
    3. Social Science, Journalism, and Information.
    4. Business, Administration, and Law.
    5. Natural sciences, mathematics, and statistics.
    6. Information and Communication Technology.
    7. Engineering, Manufacturing, and Construction.
    8. Agriculture, Forestry, Fishery, and Veterinary.
    9. Health and Welfare* Excludes medicine, nursing, and pharmacy.

    Selection Criteria:

    Applications will be evaluated based on the following selection criteria:

    1. Outstanding academic and extracurricular achievements.
    2. The study proposal’s quality and potential contribution to technological advancement and human well-being, with a focus on Malaysian research issues.
    3. Excellent communication, writing, and reading skills in English.

    Terms and Conditions:

    1. Scholars must enroll full-time in postgraduate programs at specific universities and higher education institutions. Scholars are responsible for verifying admittance to the university.
    2. Scholars must acquire written consent from the university and MOHE before changing their study program while on scholarship.
    3. Scholars must complete program requirements and adhere to Malaysian laws, as well as the university’s rules, regulations, and codes of conduct.
    4. Suspension from the institution will result in an immediate suspension of the scholar’s scholarship. The monthly allowance is not paid during the suspension.
    5. Successful candidates must apply and complete the visa criteria, which include a medical exam. The scholarship offer does not guarantee that a visa will be issued. Additional information and application details are available at https://visa.educationmalaysia.gov.my.
    6. Scholars must maintain satisfactory academic progress and standing during the study period stipulated by their host university. Failure to do so will result in scholarship withdrawal.
    7. Scholarships are applicable in Malaysian universities and higher education institutes, and research must be carried out in Malaysia.
    8. Scholars must get formal permission from the host university before accepting paid employment during their scholarship period.
